In 2002, I developed a "situationalities framework" to show the conceptual relationships between situationalities such as instructional values, learning goals, instructional methods, and associated conditions. (See figure 1. below) This framework uses the findings of published case reports that describe instructional methods used effectively in online learning. Each of the case reports selected for use reported the authors values about learning, main learning or instructional goals, the instructional methods used, and what conditions made these methods effective or limited the effectiveness (Beatty, 2002).

The SIO tool guides people through a reflective design process, starting with considering their own values about learning, developing instructional or learning goals which reflect these values, and then can selecting or creating potential instructional methods (and activities) that will achieve these goals. Once a set of methods has been identified, the framework assists designers in considering whether or not important conditions have been (or are likely to be) met. If the esuggested conditions are not met, alternative instrucitonal methods should be chosen.
